Paradoxically, the late war replacement flow can sometimes be rather abundant due to a concentration of heavy cards. I liked the idea of a card that would hurt replacements towards the end of the game, mainly targeted against the CP since they were the ones to suffer most. However, the original event seems quite ineffectual. If the AP player brings in "Influenza" before playing any replacements, both sides will equally be deprived from them, but the AP player will lose one round to play the event. If the AP plays his replacements before, the CP¨player should be smart enough to play his in the immediately subsequent round to make sure he retains them too. In addition, an AP “4” value card is an expensive trade-off for an event of such dubious benefit. I reformulated the effect so that it could potentially hurt the CP and reduced the card value as an incentive to play the event.
